The Canyon County Judicial System

Idaho runs a unified court system supervised by the Idaho Supreme Court. The Idaho Supreme Court is the court of last resort and the administrative head of the judicial branch. Below it sits the Idaho Court of Appeals. The trial level has two parts: District Court and the Magistrate Division of the District Court. Canyon County belongs to the Third Judicial District, which also covers Adams, Gem, Owyhee, Payette, and Washington counties.

The District Court hears felony cases, civil actions over $10,000, appeals from the Magistrate Division, and judicial review of certain government decisions. The Magistrate Division handles the high-volume work most residents touch first: traffic and infraction cases, misdemeanors, felony first appearances and preliminary hearings, small claims, civil cases up to $10,000, evictions, probate, guardianship and conservatorship, juvenile cases, and family law including divorce and child custody.

Types of Canyon County Court Records

Canyon County Court records are split by case type. The District Court keeps the felony, large-civil, and appellate files. The Magistrate Division keeps the high-volume case types most users actually search for, including misdemeanors, traffic, small claims, family law, and probate. Older files are stored under the Court Clerk's archive system and are usually pulled by clerk request rather than online.

Most filings show up in iCourt as docket entries even when the document itself is not online. Idaho Courts says general case information should be searched in the iCourt Portal; the documents themselves are requested from the clerk where the case was filed.

  • Civil records – complaints, answers, motions, orders, judgments, satisfactions, garnishments, and liens.
  • Criminal records – charging documents, warrants, bond orders, plea documents, judgments, and sentences.
  • Family records – divorce, custody, child support, modifications, protection orders, and paternity.
  • Probate records – wills, estates, guardianships, conservatorships, inventories, and accountings.
  • Traffic and infraction records – citations, charges, court dates, dispositions, and fines.
  • Small claims – claims up to the statutory cap, with hearings in the Magistrate Division.
  • Juvenile records – restricted by statute and ICAR 32; access is limited.

Public Access Laws for Canyon County Court Records

Two separate access frameworks apply in Canyon County. The Idaho Public Records Act in Title 74 governs records held by public agencies. Idaho Court Administrative Rule 32 governs records held by the judiciary. Court records and proceedings are presumed open, but the rule also protects privacy, victim safety, proprietary information, and the workings of the courts.

The Canyon County Court Clerk follows ICAR 32 for case records. The county's other offices, including the Sheriff, Assessor, Treasurer, and Prosecutor, follow the Public Records Act for their own files. The county public records request form routes non-court records to the right office.

Key Idaho statutes:

Idaho Code § 74-101 – defines the records and public bodies covered by the Public Records Act.

Idaho Code § 74-102 – sets the baseline right to examine and copy Idaho public records.

Idaho Code § 74-103 – requires a response within three working days, with notice of up to ten if more time is needed.

Idaho Code § 74-104 – recognizes that judicial records follow court rules, not just the open-records statute.

Idaho Code § 74-106 – exempts active law enforcement investigative files in stated circumstances.

Canyon County also flags Idaho Code 74-102(10) on its public records form. Payment may be required up front for requests over 100 pages or more than two person-hours of staff time, and labor and redaction costs may apply.

Records That Are Restricted or Sealed

Not every Canyon County Court file is open. Some categories are restricted by Idaho statute, others by ICAR 32 or court order. Juvenile cases are largely closed under Idaho Code 20-525, and child protection files are confidential under Idaho Code 16-1626. Mental health proceedings, adoption files, pre-sentence reports, sealed warrant materials, and grand jury records are also off-limits to ordinary searchers.

Personal identifiers are redacted across the board. Social Security numbers, driver's license numbers, financial account numbers, victim addresses, and minor identifiers are taken out before public view. The Canyon County Court Records Request form warns that a photo ID is required when a person asks for records that are exempt from public disclosure under ICAR 32.

To view a sealed file, a requester must identify a lawful basis and may need a signed court order. Common reasons sealing or unsealing requests fail include statutory exclusions, unresolved restitution, missing notice to required parties, or new criminal conduct.

Specialty Courts in Canyon County

The Third Judicial District runs five specialty programs in Canyon County. These are problem-solving courts that use treatment, supervision, and judicial review instead of the standard prosecution track. The Trial Court Administrator's office oversees all five.

  • Felony Drug Court – Hon. Matthew J. Roker; coordinator 208-455-5993.
  • Mental Health Court – Hon. Gene A. Petty; coordinator 208-455-6006.
  • Veteran's Treatment Court – Hon. Matthew Bever.
  • DUI Court – Hon. Dartanyon G. Burrows.
  • Juvenile Drug Court – Hon. Dayo O. Onanubosi, at the Juvenile Justice Center.

Each program runs on a structured schedule of court reviews, drug or mental health testing, treatment, and supervision. Entry is by referral and screening; eligibility depends on the offense, the person's history, and the program's capacity. Files in these courts are still subject to ICAR 32, so treatment and health records remain confidential even when the underlying criminal case is public.

How to Read a Canyon County Court Record

Court records use a tight set of abbreviations. ROA means Register of Actions. PC stands for Probable Cause. NCO is a No-Contact Order. DV is a domestic violence case flag. CV is a civil case. CR is a criminal case. IN is an infraction. PR is a probate case. PRT means a protection order. Magistrate matters use an M prefix while District Court matters use a D prefix in the older numbering style.

Charges and convictions are not the same thing. A charge is what the prosecutor filed. A conviction is what the court entered after plea or trial. A dismissed charge or an acquittal is not a conviction, even though both still leave a paper trail.

Bond entries, no-contact orders, warrants, and continuances show up as ROA lines on the case summary. For criminal arraignment timing, the Sheriff's Warrants Unit FAQ notes that in-custody adults are arraigned at 1:30 PM and in-custody juveniles at 11:00 AM, with weekend bookings normally seen by a judge on the next court day.

Accuracy and Record Limitations

Online data in iCourt is not always real-time. The Canyon County Jail Roster warns that the charges shown there may not match the charges the Prosecuting Attorney's Office files later, so users are told to call 208-454-7541 or check iCourt for current case status. Cases can also be sealed, dismissed, or amended after a record first appears, and the public copy lags behind the clerk's working file.

Note: Always verify a Canyon County Court record against the Clerk's office at 1115 Albany St. before relying on it for legal, employment, or housing decisions.

History of the Canyon County Courts

Canyon County was created in 1891 and Caldwell has served as the county seat since then. The local court system grew alongside the county's population and is now part of the unified state judicial system that the Idaho Supreme Court runs. Trial Court Administration in the Third Judicial District has been formalized into a small office of three, jointly appointed by the state court administration and the Administrative District Judge.

The jail story is woven into the court story. The Jail Annex opened in 1948 and still houses some inmates. The Dale G. Haile Detention Center was built in 1991 and opened in 1993. The Tent Facility opened in 2006 as work-release housing and later shifted to minimum-security general population because of overcrowding. The county launched a public Jail Statistics website on January 17, 2019 to publish daily population data.

In 2025 the county Board opened public outreach for a phased women's jail facility on the 26-acre Pond Lane property in Caldwell, originally bought in 2007 for a future jail after four failed bond measures.

Federal Cases Connected to Canyon County

Federal cases are not part of Idaho's state court system. Canyon County sits in the federal District of Idaho. Federal civil suits, criminal prosecutions, civil rights actions, federal-question cases, diversity cases, and federal habeas petitions are filed with the U.S. District and Bankruptcy Courts for the District of Idaho. Federal appeals go to the U.S. Court of Appeals for the Ninth Circuit. Federal dockets are searched through PACER, which charges per-page fees and supports limited fee waivers.

What is ICAR 32?

Idaho Court Administrative Rule 32 governs access to state court records. It is separate from the Idaho Public Records Act.
